UNDP and Supreme Court of Albania Sign Memorandum of Understanding to Pioneer AI-Assisted Anonymization in Judicial Decisions
The United Nations Development Programme (UNDP) in Albania and the Supreme Court of Albania today signed a Memorandum of Understanding (MoU) to advance judicial modernization through innovative technology. This partnership will develop and implement an AI-assisted system for anonymizing court decisions, enhancing transparency in the justice system while robustly protecting personal data and fundamental citizen rights.
The MoU reflects a shared commitment to leveraging artificial intelligence responsibly to strengthen Albania’s judiciary. The AI tool will automatically redact sensitive personal information from judicial rulings, enabling safer public access to these decisions. This initiative promotes greater openness and accountability in the justice process while significantly reducing risks to individuals—particularly vulnerable populations such as women, survivors of gender-based violence, minors, and marginalized communities—who face heightened threats from potential data leaks in legal records.
The Supreme Court will provide essential legal expertise throughout the project’s design and rollout, demonstrating strong institutional leadership and setting a forward-thinking example for Albania’s broader justice sector.
The President of the High Court of Justice, Sokol Sadushi, underlined: "This agreement marks an important milestone toward a more transparent, more efficient justice system that is better protected from the risks associated with the exposure of personal data. I look forward to furthering advance the cooperation through other innovative projects."
UNDP Resident Representative Randi Davis highlighted the partnership’s importance: "This MoU embodies our joint vision for a judiciary that embraces innovation to serve people better, all while fiercely guarding fundamental rights. The Supreme Court’s readiness to lead and contribute substantively throughout sets a compelling precedent for the entire justice system in Albania."
Building on UNDP’s long-standing support to Albania’s justice institutions—including the establishment of the national free legal aid system—this MoU adds a cutting-edge digital dimension. It advances more inclusive, citizen-focused, and technology-enabled justice delivery.
The project will start at the Supreme Court level to create a robust proof-of-concept, with potential for wider application across the justice system. Funded by UNDP, the initiative is designed to run for one year.
Through this collaboration, UNDP and the Supreme Court reaffirm their dedication to ethical technology deployment that bolsters accountability, privacy, and equitable access to justice—ultimately contributing to a stronger, more resilient rule of law in Albania.
